Which Authority Approves Your Dubai Fit-Out
In Dubai the approving authority is set by your address, not your project. JLT, Palm Jumeirah and mainland offices each follow a different route, and that choice shapes your programme before a single drawing is issued.

Clients often ask how long approvals take in Dubai. The honest answer starts with a different question: where exactly is the unit?
The address decides the authority
Jurisdiction in Dubai follows the plot, not the scope of work. Mainland premises go to Dubai Municipality. Business Bay and several creative and mixed-use districts fall under the Dubai Development Authority. Palm Jumeirah and the PCFC-managed areas sit with Trakhees. Jumeirah Lake Towers is DMCC. Jebel Ali is JAFZA. Two identical offices, one in JLT and one on the mainland, follow two different submission routes with different forms, fees and inspection regimes.
Our own portfolio spans three of these at once. JBC2 and Platinum Tower are JLT offices under DMCC. Palm Tower and Golden Mile are on Palm Jumeirah. Murooj Villa in Al Furjan runs through the developer. Each was scheduled around its own approval path from day one.
Civil Defence is always additional
Whichever planning authority applies, Dubai Civil Defence is required for commercial premises and runs as a parallel submission. It does not replace the municipality, DDA or Trakhees route. Teams that treat it as a later step lose weeks they had already committed to the client.
What actually causes delay
A standard office fit-out is commonly approved within ten to fifteen working days of a complete submission. The variable is the word complete. The delays we see are almost never the authority: they are a building management NOC requested too late, MEP drawings that do not match the architectural set, or a contractor whose registration is not yet in place.
Our take
We open the approval file during design, not after it. Knowing which authority governs the address changes what gets drawn, in what order, and who needs to sign before the site is even handed over.
